Hey there, folks! Hope everyone is doing awesome. Firstly, I would like to say a BIG THANK YOU for the overwhelming response to my last post – How to apply for VTU Transcripts online. The support, motivation, and all the thank you messages were truly wholesome. 🙂 I’m really glad I was able to help you with the Transcript application process! Having said that, this article is on similar grounds. Let’s get started!

Before the pandemic, sending transcripts from VTU was fairly simple. Go to the Regional VTU Office in Bangalore or the main campus in Belgaum -> Pay the fees online through the famous Xerox Shop outside the office -> Wait for 20-30 days -> Hope WES gets it!

In light of the pandemic, all offices of VTU are closed. And going forward, everything has to be done online! This is the VTU notice for the same. And while it seemed intimidating, I initially thought this was going to be a herculean task.

But, to my surprise, like the transcripts, this is a fairly simple process too. 🙂

VTU sends the Transcripts to WES for evaluation by Secure Electronic Transfer.

The steps to send transcripts for WES Evaluation from VTU is as follows:

  1. This is more of a prerequisite step. Please ensure your WES Application from WES website is complete ( Payment included ). Please proceed further ONLY if you have the WES Reference Number with you.
  2. Download & Fill the Academic Request Form from WES Website.
    Academic Request Form for WES USA is here.
    Academic Request Form for WES CANADA is here.
    A couple of things to be mindful here:
    i) Only the details can be filled electronically. Signature & Date has to be done manually. So, once signed and dated, please scan the copy using any Scanning App. Make sure it is a PDF.
    ii) Make sure Name entered in the form is same as the Name in your Degree/Marks Card.
    iii) Institution Name should beVisvesvaraya Technological University” and NOT your college name. 🙂
    iv) Make sure WES Reference Number entered is Correct.
  3. Go to VTU Website, and download the application form. I’m linking the form here.
  4. Fill the above form in Upper Case letters only, either electronically ( recommended ) or manually. If you are filling manually, make sure you scan via any of the free apps that are available.
  5. While filling, keep a count on your documents, and the total amount. 
    Note: Usually, WES requires only 1 copy of transcript. If you want to send any other documents say PDC, Marks Card ( as requested by WES ), please select them and keep a track of the amount.
  6. Once you have filled & selected your documents, double check the total amount. Make sure you have added the Processing Fee of Rs.1500 as well.
  7. Next, go to VTU Payment site & click on SBI icon. I’m linking it here incase you don’t find it.
    Some steps to be taken care are:
    i) Select this category: “Category F – Fees to be paid by student Examination
    ii) Make sure you enter the same mobile number, email address and residential address as entered in the application form. VTU will cross check it with the number! If the number & email id are not the same in both the places, your application will be rejected.
    Note: While entering the address in the payment page, do not use any special characters (including comma). Use only spaces, else the text box won’t take the address!
    iii) Download the PDF of the payment receipt.
  8. Once the payment is done, make sure you enter the Fee Payment ID in the Application Form as well.
  9. At this point, you will be having three PDF’s. Make sure you do a final check of the application form:
    i) Signature, Date & USN should be present.
    ii) Total Amount in the form should match the payment made in the fee receipt.
    iii) Fee Payment ID is entered in the application form.
    iv) Recheck the WES Reference Number.
  10. Next, use this website to merge two PDF’s into one single PDFPage 1 will be the application formPage 2 will be the fee receipt.
    Academic Request Form will be a seperate PDF. Do not merge it with the others.
  11. Open Gmail. Draft the mail as follows.
    i) Type the “TO” email address as “[email protected]
    ii) In Subject : Enter your USN ONLY. Nothing else.
    iii) Your Mail body should have EXACTLY 4 lines, and nothing more. They are as follows:
    a) Line 1 : Online Payment Fee Receipt Number
    b) Line 2: Amount Paid in Rupees. ( No need to include Rs. Just the number)
    c) Line 3: Mobile Number ( The same number entered in Application form and in Payment Receipt)
    d) Line 4: Name of the document applied for. For Eg: WES EVALUATION CANADA
    NoteI am attaching a sample mail below for your reference 🙂
  12. Attach the PDFs & send! That’s it. VTU will be sending the transcripts to WES via Secure Electronic Transfer. It will take about 10 to 15 days for them to send. Once WES receives it, they will notify you on Email.
    Note: You will have 2 attachments.
    Attachment 1 will be Fee Payment Receipt + VTU WES Application Form.
    Attachment 2 will be Academic Request Form.
  13. You’ll be getting a SMS with a SAKALA Number to know if your application is accepted or rejected in a day or two. You can check the status of your application by entering your Sakala number in Sakala wesbite ( in SAP number box) . In case you do not get any SMS, or you have not received your transcripts after 2 weeks, please reach out to VTU Exam Section on this number -> 0831-24981310831-2498136. They will help you with the status!

Let’s say you want to send transcripts for WES Evaluation USA. It amounts to Rs. 2000 ( Rs. 500 for transcript + Rs. 1500 as Processing Fee ). And let’s say your Online Fee Payment ID is ABC2020815; your USN – 1MJ14CS500; and your mobile number is 7760252985.

Your mail should have exactly 4 lines, 2 PDF attachments, and look like this!

To send Official Transcripts to CES, IQAS directly from VTU, the steps are more or less the same. Please follow the below update. Note: Unfortunately, I personally haven’t sent it to CES or IQAS so I won’t be able to clear any doubts with respect to CES or IQAS.

Update as of 8th December 2020: The application form to request VTU to send Official Transcripts directly from VTU to CES/IQAS is updated. Attaching it here. Please note: The postal address in this form should be the university’s address. The rest of the steps are the same as above.

  1. Hi, thanks for writing this.
    I have a question, from what i have read, in the transcripts VTU provides, it only mention those semesters till which you get your first back. The semesters after which you get your first back are not included in the transcripts.

    How can we explain this to foreign universities, is there any other way to get transcripts which have all the semesters listed on it.


    • Hi, Harsh! Thanks for the A2A. Unfortunately, VTU Transcripts only show the marks of “First Attempt”. So doesn’t matter if you have cleared the backlog..it will still show the marks of the first attempt only. ( Yes, it sucks! ).
      In my opinion, the only way to let Universities know is by 1) sending your individual marks card showing you have cleared it. 2) Sending Consolidated Marks Card of that semester.

    One doubt, what changes if I’m currently residing abroad?
    Can I put my international number? Will I still receive messages and notifications on a non-indian number?
    And as far as I know, WES requires hard copy of the transcript. Will they accept a a copy sent digitally?

    • Hi Glenn! First of all, my apologies for the late reply. I completely missed your comment!
      I don’t think where you reside matters. This is because VTU will be sending the transcripts to WES via Secure Electronic Transfer. And WES will be sending it to the required institutions right. You can track the progress of the evaluation using your WES Reference Number on their website or app.

    I completed the application and sent it to [email protected] on 1-Nov, I have not received any response yet and even the universities have not received it from VTU. I tried contacting above number multiple times but the response I get is either invalid number or it does not ring itself. Please help if you have any idea.

    • Hi Prashant, Could you be more specific? Like I mentioned in the blog update, it takes around 15-20 days for the transcript to be delivered physically as it is peak season. I personally know one of my readers who got it after 25 days. And wrt the numbers, these are the only numbers of the academic section mentioned on the VTU website. 🙁 So I would suggest being a bit patient, and check with your local post office or Bluedart!       • Thanks for the response Rishab.
        Actually, I needed to send transcript and degree copy directly from VTU to university in Canada. I filled the application, paid the total fee of 2300 (500 for transcript + 300 for additional document, degree copy attached in the mail along with application and payment receipt + 1500 International post) and sent the mail to VTU on 1-Nov-2020. It’s been more than 25 days and the university in Canada has not received it as per their portal, moreover I have not received any response from VTU after I sent the initial email. Being peak season, I am also thinking to wait till end of this month. But I am not sure what to do post that. Because the helpline/exam section numbers either don’t connect or come across as invalid. And I am not pointing out any wrong information from your side because the same numbers are mentioned on VTU website as well, You have done a fantastic job of detailing the instructions. I just wanted to know if you have any idea on this problem, if you have come across someone who has faced this before.


        • Hey Prashant! Thanks for reaching out..but to be very honest, I’m not sure as well… other than telling you to wait and reach out to them. Have you got the Sakala number? If yes, it’ll be mentioned if the transcripts are shipped or not. In my case, I had to send transcripts to WES for evaluation. And it took nearly 3 weeks for them to just send it digitally via Email. ( This was in August, before the peak season.) So in your case, as they are physical transcripts, they could definitely take more time. Please try reaching out to them. ( Start calling them by 9 AM. A few of my readers told me they were able to reach them during early morning hours.) And, also keep checking with the university as well. There’s really no other way to get this done man! :/
          I’m sorry if I couldn’t be of any more help… I’ll definitely get back to you if I get any extra information regarding this.

    For WES evaluation is official attestation required? or just apply for transcripts..
    And as far as I know, WES requires hard copy of the transcript. Will they accept a copy sent digitally?

    • Hi Pavithra, no it’s not required. VTU will be sending the transcripts to WES via secure electronic transfer. you don’t need to send anything apart from the Application Form + Payment Receipt + Academic Request Form as mentioned in the blog.

Hi Rishab, Thank you for the detailed guide wish i had seen this earlier, But I submitted the online request for transcripts on the 30th Nov’20 and i have followed the entire process as is except the Manual Signature, Date and Institute Name. I use Adobe DC Professional so i included my Digital Signature along with the date and entered the College name instead of VTU. Would this lead to rejection of the application? Also i have not received any SMS Update yet. I read on the website that multiple emails should not be sent as it will lead to delays and manual processing which will take longer. Just curious to know if Digital Signature will actually be a problem? Thanks.

    • Hi Tanzeem! Thanks for reaching out. Digital Signatures & Date are absolutely fine… I did the same as well. Also, you need not mention the college name anywhere! But you definitely need to mention VTU in the Academic Request Form…else it might get rejected by WES. About the SMS updates, do not worry! It’s not that helpful, and many people have not received it as well. And, I would strongly recommend NOT to send multiple emails, as it takes nearly 20-25 days (due to peak season) for VTU to send transcripts digitally to WES.

    My doubt is that do I have to pay extra for document attestation as well?
    I’m M.tech hence attaching degree certificate and all 4 semester marks card, hence do I to pay 500+ 300+ 1500? If yes then in abi payment form where should I put this 300 ???
    Please respond too much confusion and also vtu no is not connecting.

    • Hi Heena, this post is only for sending transcripts to WES for WES Evaluation. I’m not sure if your doubt is regarding WES evaluation or Document Attestation.       If you are sending to WES, just apply for Transcripts which will be sent electronically and will be fast otherwise it will be delayed if you opt for Degree certificate attestation.

      Just for transcripts: 500+1500 = Rs. 2000
      Transcripts + DC attestation: 500+300+1500 = Rs.2300
      Transcripts+DC attestation + 4 sem masrks cards + 500+300+600+1500 = Rs.2900

      Calculate the required fee to be paid. Fixed component: 500 (Transcript) + 1,500 (processing fee). Optional component: 300 (attestation of degree certificate) 300 or 600 (attestation of 1-9 or more than 10 marks/grade cards).

    Thank you for the detailed explanation of the process.

    I believe same process applies if we need to send the Transcript to WES for express entry credence assessment?(Most of the comments above mentioned about higher studies so just wanted to be sure).

    Also, Degree/Marksheet attestation – VTU site mentioned that it is optional to send along with Transcript for WES assessment. Is it something that we should send as an additional document for WES credence assessment for Express entry(or is it completely optional)?


    • Hi Anurag! Thanks for reaching out! Yes, It’s the exact same process. Just that, make sure your application is WES Canada. And, as far as I know, once you finish your WES Application, you’ll get a list of documents that WES requires. So based on that, you can take a call if attested ones are required on not. Also, again, as far as I know, VTU send the transcripts to WES electronically. And once you finish your WES application, WES will ask you to upload the scanned copy of the digital certificate. So, you won’t be requiring any attested documents to be sent. 🙂
